Dr. József Nagy - Deputy Head of Department - Department for Education, Research and Development, Ministry of Agriculture and Rural Development Budapest, HUNGARY

Mr. Nagy called the audience’s attention for the two responsible Ministeries in Hungary for RES support systems:
  • Ministry of Economy and Transport
  • And the Ministry of Agriculture and Rural Development
Furthermore Mr. Nagy detailed the Intelligent Energy-Europe (EIE) Programme of the European Commission, which provides continuity for the actions under the ALTENER and SAVE programs and as a result of the World Summit on Sustainable Development in Johannesburg there are also two further actions:

STEER – for energy aspects of transport and COOPENER – for energy issues in relation to developing countries.

This program, EIE has to contribute:
  • To the promotion of energy efficiency (reducing CO2 emission saving 18 % of EU energy supply by 2010)
  • And increasing the share of RES in gross EU energy consamption (12 % by 2010)
The four fields of the EIE programme are:

SAVE
  • concerns the improvement of energy efficiency and the rational use of energy, in particular in the building and industry sectors (with the exception of actions under STEER), including the preparation of legislative measures and their application;
Horizontal Key Actions are, by nature, trans-sectoral, covering several fields without one field being more dominant than the others. In the SAVE Program these are:
  • Multiplying succes in buildings

  • Retrofitting of social houses

  • Innovative approaches in industry

  • Transforming the market: energy efficient equipment and products
ALTENER
  • concerns the promotion of new and renewable energy sources for centralised and decentralised production of electricity and heat and their integration into the local environment and energy systems (with the exception of actions under STEER), including the preparation of legislative measures and their application;
STEER
  • concerns support for initiatives relating to all energy aspects of transport, the diversification of fuels such as through new developing and renewable energy sources and the promotion of renewable fuels and energy efficiency in transport, including the preparation of legislative measures and their application;
Horizontal key actions in the STEER program are:
  • Alternative fuels and vehicles

  • Policy measures for an efficient use of energy in transport

  • Strengthening the knowledge of local management agencies in the transport field
 
COOPENER
  • concerns support for initiatives relating to the promotion of renewable energy sources and energy efficiency in the developing countries, in particular in the framework of the Community cooperation with developing countries in Africa, Asia, Latin America and the Pacific.
Horizontal key actions in the COOPENER program:
  • Energy policies, legislation and market conditions for enabling powerty alleviation in developing countries

  • Strengthening local energy expertise in developing countries.

Mr. Nagy summarised that vertical key actions contain the sectoral objectives of each of the four fields, including the potential instruments that could be used to achieve them. Although having a main focus on one of the four specific fields, activities under the vertical key actions are often looking for integrated solutions, combining energy efficiency and the use of renewable energy sources.
